I've been a little slow with this news item. Councils are considering charging owners of 4x4 vehicles a premium for parking on the street. Seems strange that people would be penalised for NOT using their Chelsea wagons! Maybe the Councils should be paying people to park, and encourage them to remain parked for as longs as possible.
